Only if it is a group type thing. Even then I think she is too young.
Yes you can, but before you allow her talk to her first and give her advices that can surely help her understand what really dating is. Try to fix up, your pros and cons in dating. If she take all of your advices, then that would be the best time for you to allow her. Make her undersatand such concern regarding dating.
