When I first start designing my site, can I have it set up where users hear a particular song when they visit my site? Do I need the artist permission?

If it is a copyrighted song, and a commercial website, then yes you need permission.
Bear in mind that in several polls of internet users’ dislikes, autoplay music was always in the top two or three of things website visitors hate. If you insist on using autoplay, make sure the mute button is easily visible.

Yes indeed, songs where the copyright has not expired, or where the artist died some 75 years ago (may fluctuate in different locations) all require that you obtain permission.
An alternative you could always make you on easily with many music porgrams, and save it on your site as a midi.

  3. Generally this is considered a very bad practice. Many a person has almost had a heart attack when they had their speakers up to load, and out of nowhere a sounds starts playing. General best practice is to have songs available for the use “such as a listen while you are searching tab”, but not forcing it on the viewer.
