Starting Online Dating Website. Can Users Hear A Song That I Have In Mind When They Come To My Site?

Yes indeed, songs where the copyright has not expired, or where the artist died some 75 years ago (may fluctuate in different locations) all require that you obtain permission.
An alternative you could always make you on easily with many music porgrams, and save it on your site as a midi.
Generally this is considered a very bad practice. Many a person has almost had a heart attack when they had their speakers up to load, and out of nowhere a sounds starts playing. General best practice is to have songs available for the use “such as a listen while you are searching tab”, but not forcing it on the viewer.
